Fetch is based on async and await. The example might be easier to understand like this:
async function getText(file) {
let x = await fetch(file);
let y = await x.text();

Use understandable names instead of x and y:

Description
The fetch()
method starts the process of fetching a resource from a server.
The fetch()
method returns a Promise that resolves to a Response object.
😀 No need for XMLHttpRequest anymore.
Syntax
fetch(file)
Parameters

file | Optional. The name of a resource to fetch. |

Browser Support
fetch()
is an ECMAScript6 (ES6) feature.
ES6 (JavaScript 2015) is supported in all modern browsers since June 2017:
